In a major step toward addressing staff shortages in government health institutions, the Health and Medical Education Department has referred more than 2,400 posts to the J&K Public Service Commission (PSC) and the Jammu and Kashmir Services Selection Board (JKSSB) for recruitment.

Recognizing that human resources are the backbone of efficient and quality healthcare delivery, the government has initiated a large-scale recruitment process to ensure the availability of doctors, specialists, nurses, paramedical staff, and support personnel in hospitals and health centers, especially in far-flung and under-served areas.
480 Medical Officer Posts Referred to PSC
Replying to a question raised by MLA G.A. Mir in the Legislative Assembly, Health Minister Sakina Itoo stated that the department has recently referred 480 posts of Medical Officers to the J&K Public Service Commission.
She said that once the selection process is completed, the newly appointed doctors will be posted in remote and under-served areas and in health institutions facing acute staff shortages, strictly as per existing policies and requirements.
JKSSB to Recruit Paramedical and Non-Gazetted Staff
The Minister further informed that a large number of non-gazetted and paramedical posts have been referred to JKSSB for recruitment:
292 vacancies from the Directorate of Family Welfare, Maternity and Child Health (MCH), and Immunization have already been referred and advertised by JKSSB.
290 non-gazetted/paramedical posts from the Directorate of Health Services (DHS), Jammu have also been referred to JKSSB.
Additionally, 608 posts from DHS Jammu are in the process of being referred to JKSSB after obtaining concurrence from the Finance Department.
802 Posts from DHS Kashmir Under Examination
Sakina Itoo added that 802 non-gazetted posts, including MTS and Sanitation Worker positions from the Directorate of Health Services, Kashmir, are currently under examination in the department. These posts will be referred to JKSSB once approval from the Finance Department is received.
Contractual Recruitment Under NHM to Continue
The Health Minister also highlighted that contractual recruitment of doctors and paramedical staff is already being carried out under the National Health Mission (NHM), J&K. This mechanism helps address immediate manpower shortages at district and block levels, particularly in remote and under-served regions.
She clarified that recruitment at the constituency or district level outside the NHM framework is not feasible, as appointments to public posts must strictly follow prescribed recruitment rules and statutory procedures. Any parallel recruitment arrangement could lead to administrative and legal complications.
Conclusion
The Health and Medical Education Department continues to fill regular posts through constitutional recruiting agencies like PSC and JKSSB, while short-term gaps are being managed through NHM contractual engagements.
